Hi
Same as my earlier question about flat VI, is there rule for ivb as well? Also, what is the difference  when in notation the flat sing is after the roman numeral ( bVi vs. iv)?

also just to confim, whan you in modulating to development keys refer to flat VI and flat III you mean modal borrowing from minor key?

If you see an accidental in the Roman Numeral, that means it is outside the diatonic key. Just as before, whether you use a flat or a natural depends on whether the key is a flat key or a sharp key.

So yes, modal borrowing.
